20030923: LDM rtstats and upgrade to latest version

I am glad to see that blizzard is now reporting real time statistics
back to us.  This allows us to monitor the "pulse" of the IDD and make
adjustments if, when, and where needed, so thanks!

We would appreciate it, however, if you would upgrade blizzard's LDM to
the latest Unidata release, LDM-6.0.14.  The connection strategy
changed markedly between 6.0.10 and 6.0.14, and we would like all folks
to be using that in 6.0.14.  In addition, rtstats has gone through some
updates so it uses less system resources on end user's machines.
All-in-all, you will greatly benefit from the small bit of work it
takes to upgrade your 6.0.10 installation to 6.0.14.
