Do you have your own set of ingesters that are writing data-products
into the product-queue?  If so, then the following Release Note is
relevant:

    All programs that open the product-queue for writing (especially LDM
    ingestors) MUST be relinked against this version's new LDM library
    in order for the writer-counter to work properly.  FAILURE TO DO
    THIS MIGHT RESULT IN INCORRECT BEHAVIOR OF THE LDM SYSTEM.
