[LDM #UGB-524529]: No LDM server running?

If the data files being inserted into the upstream LDM queue are OK, then
they should be received without error.  Some questions come to mind:

- what is the typical size of the gzipped netCDF files you are receiving
- what is the rate of receipt of these files
- what is the size of your LDM product queue
- how are you processing the files (i.e., pqact.conf entry(ies) that do the
  processing) (I am interested to see if you are FILEing the files before
  trying to uncompress them.)
