[LDM #WDB-706909]: Restarting LDM

Our experience with situations like the one you are describing have all
been associated with users deleting files that are open for writing by
a routine running in the LDM process group.  Even though the file(s)
may look like they get deleted, they aren't really until the LDM is
stopped.

No, the recommendation is to review your setup (e.g., cron-initiated
scouring of some sort) to find the process(es) that may be deleting
files that are being held open.
