OK, ping can get through.

I just tried running 'notifyme' on a Unidata workstation, and it can not reach
the LDM on your machine (s-iihr52.iihr.uiowa.edu) either:

It looks like there is a firewall on your machine/in your domain/in UIowa that 
is blocking
inbound connections on port 388.  As soon as the firewall block is removed, you
should be good to go.
