[LDM #EAQ-733441]: notifyme utility

The messages are the standard ones from notifyme(1). None of them are error
messages.

Basically, a start-up message about how notifyme(1) was invoked.

An informational message (due to the "-v" option) about how long it took to 
convert the hostname into an IP address.

> NOTIFYME(localhost): reclass: 20161108161819.469600 TS_ENDT {{WMO, 
> "^(JSMT7[0-9].KWNH)(.*)"}}

A notification that the upstream LDM to which the notifyme(1) connected wouldn't
allow the original request for data-product metadata. Note that "ANY" became
"WMO".

> NOTIFYME(localhost): OK

A notification that the adjusted request for data-product metadata has been
accepted by the upstream LDM.
