[LDM #BQD-554715]: ldm restart

A downstream LDM will attempt to connect to its upstream LDM server if it
doesn't receive anything (including the LDM heartbeat) in 60 seconds. If it 
can't connect, then it will close the data connection and attempt to 
re-subscribe. If it does connect, then it will close the data connection and 
attempt to re-subscribe only if it receives a negative reply to its IS_ALIVE 
inquiry from the upstream LDM server.

It appears, therefore, that your downstream LDM connects to the upstream LDM 
server but either never receives a reply (possible) or the reply is always 
positive (not likely).

I wonder if your firewall is throwing away the reply.

If you log at the verbose (i.e., INFO) level) then your downstream LDM will 
tell you what happens when it sends the IS_ALIVE inquiry to the upstream LDM 
server.
