[LDM #TCW-702523]: downstream LDM server not receiving all data (e.g. nexrad) from local LDM/NOAAPORT ingest systems

Execute the "ulimit -r" command in the bash(1) or sh(1) shell.

You might try disabling cgroup scheduling by executing the command

    sysctl -w kernel.sched_rt_runtime_us=-1

as root to see if that fixes the problem.

I don't believe the thread-creation problem is related to the Novra.
