They do.  They go through the exact same code.

If you always do the IMGCOPY after an IMGLIST, then the files in the
input dataset are cached by the OS.  A second IMGLIST right after the
first one should be as fast the IMGCOPY.  I just ran such a test to one
of our servers, and the results were as I expected.  If you did the
IMGCOPY first and the IMGLIST second, your results should be reversed.

OS caching.  Let me know if you disagree with this conclusion.
