No, you don't have to get special permission for the cooperating
community servers.

Do you have MCCOMPRESS set to GZIP in your environment before running
the DSINFO command?  If no, your request is going to either port 500
(uncompressed) or 503 ('compress' compressed).  If you do have MCCOMPRESS
set to GZIP, I would guess that your firewall is not yet open to port
112.
