[McIDAS #DXU-117584]: noaapxcd issues

Right.  This is where one would find DECOSTAT.DAT if one were
setup according to the Unidata instructions.  I thought we
went through the process of converting you over to our way
of doing things so that your life would be easier down the
road.  In the way I recommend, there is only one account in
which you have to worry about doing McIDAS configuration: 'mcidas'.
In SSEC's way of doing things, one has to worry about configuring
the 'mcidas', 'oper', and 'mcadde' accounts.

This tells me that you may have configured all pieces of the ingest
to do things the "Unidata" way, but never "flipped the switch" (i.e.,
implemented the changes).

In any case, I will now be able to help you more easily since you
are apparently setup in the manner that I recommend :-)
