[McIDAS #EHH-480032]: LDM filtering

The ~ldm/etc/ldmd.conf 'request' line syntax does not include the notion
of a 'not' (i.e., everything but, etc.).  Creation of a regular expression
that would request the full set of GRIB messages _except_ one or more would
likely be very cumbersome.  If the upstream LDM is running LDM-6.4+, then
you can filter the data that will be sent to the downstream pretty easily
as the 'allow' feature in LDM-6.4+ explicitly includes the 'not' syntax:
