[McIDAS #VAN-990122]: IDV and EUMETSAT network ...

I just verified that I can access the EUMETSAT ADDE server using the
new name adde.eumetsat.int.  I did this from my home and work machines
which indicates that the access to the server is open the way it should
be (i.e., not restricted to certain IP addresses or domains).

I just updated the webpage that lists ADDE servers that are accessible
in the community:

    Publically Accessible McIDAS ADDE servers
    https://www.unidata.ucar.edu/software/mcidas/adde_servers.html

You will see that the entry for EUM_AD indicates that users must contact
EUMETSAT for access.
