[McIDAS #TKS-794443]: McIDAS-X 2017.1 from Unidata

Yes.  I have been waiting to release Unidata McIDAS-X/-XCD v2017 until the final
format of NOAAPort SBN-delivered and LDM/IDD relayed GOES-16 ABI imagery is 
finalized so that users can take advantage of the experimental GOES-16 imagery
that is being made available.  Given the test distribution of non-remapped
imagery that will occur/start tomorrow, I am hoping that a decision will be
made so I can release v2017.
