[netCDFJava #HNF-891045]: NetCDF 4.3 no longer accepts http: prefix for NcML datasets via DAP



Version 4.3.12 is now out the door and should have this fix. lemme know 
otherwise

client code means an application that uses NetCDF-Java to consume data, rather 
than serve it out. ie matlab.
