[netCDF #BFN-873438]: NetCDF 4.1.1-rc1

No, but we will provide Windows support after 4.1.1 is released.  It is a high 
priority,
but we don't want to delay 4.1.1 any longer while we fix Windows support.  We
appreciate your patience.
