[netCDF #KZX-489887]: Status of NETCDF4 for Windows (non-Cygwin)

The DLLs built with mingw are now available on the ftp site:
ftp://ftp.unidata.ucar.edu/pub/netcdf/snapshot/netcdf_dlls_vs.zip

You must have the HDF5 DLLs installed.
