[netCDF #IEK-393813]: Building NetCDF 4.1.1 under Cygwin using Intel compilers

Not with Intel compilers, but we have successfully built version 4.1.3 
under Cygwin with gcc using the environment settings shown under the 
Cygwin entry here:

As you can see, that was configured with --disable-fortran, and the
output from the "configure" and "make check install" commands that's
supposed to be visible by clicking on the blue link in the right column 
of the table is currently not accessible.  I'll Cc: ed to see if he
can make it available.

there's a note about a contribution by Viet Eitner about a 4.1.1 build for
Windows built with Intel compilers, including Fortran.
