[netCDF #LIS-736240]: 4.2.0 separate libraries

It is not supposed to track the main version numbers (see here: 
http://www.gnu.org/s/libtool/manual/html_node/Updating-version-info.html), but 
it does need to be updated. I've updated the numbers for both libraries, and 
put a release candidate release of each of them on the ftp site:

Intentional for the legacy C++ library, which also has no ncxx-config script. I 
want people to use the cxx4 library; the other is provided for backward 
compatibility only, and I don't think there are many users who will want it.

I have added the pkg-config files to the cxx4 dist.
