[netCDF #LTU-689834]: Building netcdf-3.6.3 with mingw

Howdy Jianyu!

Sorry, I can't support downrev versions of netCDF. 3.6.3 was released years ago.

Get the latest C library here:
ftp://ftp.unidata.ucar.edu/pub/netcdf/snapshot/netcdf-4-daily.tar.gz

Cross compile it for mingw32, and use the --enable-dll configure option. Let me 
know if it doesn't build for you.
