Howdy Camila!

The ncvgt function is part of the fortran V2 API. 

Did this used to work on your machine, and it stopped? Or is this the first 
time you've tried it?

I would suggest getting the latest release:
ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-4.1.3.tar.gz

Build it like this:
./configure -C --disable-netcdf-4 --prefix=/install/dir && make check

Let me know if this doesn't work.
