[netCDF #ZOF-488827]: installing netcdf via cygwin

Hello Felix,

Can you please provide the 'config.log' and 'test-suite.log' files generated 
when you ran 'configure' and 'make check'?  Also, the latest release is 4.4.1; 
there have been a number of improvements and bug fixes since the 4.2 release, 
so you might consider trying an updated version.
