[netCDF #QFL-946930]: Problem of Installing Netcdf-4.4.1.1

Hello,

This is a known issue which will be fixed in the next release.  In the 
meantime, there is a simple work around.  Instead of invoking 'make check 
install', run 'make && make check install'; this will ensure that all of the 
utilities and executables are built before running the tests.
