announce: discontinue support for catalog version in 3.15+

For TDS development version 3.15 and beyond:
1. We are planning to discontinue support for catalog versions prior to 1.0
2. We will also require Java 1.5.0 or greater.
The current stable version is 3.14 and will not be affected.
