it depends. low level data acccess services like opendap do not, higher services like feature collections, wcs, ncss, ncSOS do apply scale/offset.

scale and offset if one is present for a variable, or just returns the value

example I have running now it appears to be the former  (scale and offset not 
applied) but want to check that this is the expected behavior.
