21.10 Using NetCDF Parallel I/O in Fortran 90

Using netCDF-4 parallel I/O in Fortran 90 is easy.

Simply provide the optional parameters comm and info for nf90_create or nf90_open.
This is tested in nf_test/f90tst_parallel.f90 and nf_test/f90tst_parallel2.f90.
