David,

Here's a couple suggestions from a site ingesting AFOS.  If you don't know
some of the answers, it might be trial and error, ie trying to find the
correct baud rate.   

The host.allow looks ok, do you have a firewall in place blocking telnet?
I don't think rebooting the machine is going to help because host.allow is
read for each connection.

Robb,

A couple of things they could check right off the bat are:

1) Is the BAUD rate on the AFOS line 9600?

2) Does the test product they are sending to the LDM have
a ZCZC header and an NNNN trailer?  (If the data is being
transmitted through an AFOS Protocol Translator, the header
and trailer will be correct by default.  If it's an asyncronous
connection, the proper header and trailer codes need to
be supplied by AFOS.)
