The arguments to the FILE action include "\3" referring to the third
flagged part of the pattern, but there are only 2 parts of the
pattern, ([0-3[0-9]) and ([0-2][0-9]).  I suspect what you really want
is:

 WMO    ^ACPN50.* .... ([0-3][0-9])([0-2][0-9])
        FILE    data/weather/HURR/(\1:yyyy)(\1:mm)\1\2.HURR
