Your statement below regarding LDM is incorrect:

This is only the case with FILE, since it is LDM doing the writing of 
the data to directories when FILE is used.

When you PIPE the data to your program nexradII_bz, it is up to that
program to create any necessary directories since it is that program
and not the LDM that is doing the writing of the output to disk.
Once the LDM hands the data off to your nexradII_bz program,
it knows nothing about what that program is going to do with the data.

It sounds like you need to create the directories for your program.
