That value is MIN_INT scaled in units of 1/1000th (i.e. MIN_INT for a 32-bit
int is -2147483648).

Subject: [awips2-users] PMSL Level in Canadian GEM 10km Model
Hello,
I'm having a strange issue with GEM 10km model, specifically the PMSL. In
wgrib2 it is shown as level MSL 0.0, but after processing into .h5 in AWIPS II,
the level becomes MSL -2147483.648. I'm scratching my head as to where
-2147483.648 comes from. Any ideas?
