[cf-satellite] CF Satellite Issues

The attached doc contains a list of CF satellite/swath issues compiled
from a discussion thread on the cf-metadata mailing list.  I am
currently working with scientists here at NCDC to compare past efforts
to address these issues by CoastWatch, GHRSST, and KNMI.  I look forward
to working with all of you.
