I modified ua2nc again, hopefully the times will be correct now. Keep me
informed if you see any more problems.

the last problem with the date being in the future, all the files now have only one time where they used to have one or more.

For example, the 12Z file (ex: 99041212_perl_ua.nc) used to
have 11, 12 and 13Z soundings in it.  Now, it just lists
12Z soundings.  Can you look into why this is happening?
