I've had luck with the following proj4 strings
east +proj=lcc +lat_0=25n +lat_1=25n +lat_2=25n +lon_0=95w +ellps=WGS84
west +proj=lcc +lat_0=25n +lat_1=25n +lat_2=25n +lon_0=95w +ellps=WGS84
