yes, I can access the file trough the browser and I have a network
proxy. I am also trying to understand how to work it around. But
what if we download some of the "static" databases on our machines ?

The WorldWind display control just accesses the data via http
requests to our web server. Why don't you try
to access one of the data files directly through your web browser
to see if it is a network problem:

If you can access this via your web browser perhaps you have a
network proxy? If you do and you cannot work
around the proxy get back with us and we'll figure out how to
configure a proxy (there is a Java runtime command line way of
doing this but right now I cannot seem to get it to work).
