In general, the IDV supports shapefiles with lat/lon values or a limited
number of projections. For the prj file to be read, it should be in a
zip file with the shp, idx, and other files. If just have the files on
disk, try zipping them up together in one file.
Even so, I suspect the shapes will be slightly off unless all the
parameters in the PARAMETER section define the texas state plane completely.
