Next time, stop ntpd, execute ntpdate, then restart. Solves the problem
immediately, without the 4 min wait.

checked to make sure ntp.conf matched dvb2, and it did. Restarted ntpd
service and about 4 minutes later dvb1 was synced up.
We are not sure why ntp stopped working.
