The fens files are the FNMOC Ensemble forecast product. The data is available on the NCEP FTP server unmodified from FNMOC. Eventually these datasets will be included in the NAEFS products. 
We were trying to speculate what this could be, but we didn't guess that 
one...  now we know!  Thanks!
