NOAAPORT-SBN -- GALAXY 15 -- UPDATE 001

THE INTERFERENCE RISK IDENTIFIED BY THE
NOAAPORT-SBN SATELLITE PROVIDER DUE TO
THE GALAXY 15 SATELLITE IS SCHEDULED TO
--FLY BY-- SOMEWHERE BETWEEN DEC 12TH
AND DEC 18TH
.
CURRENT PROJECTIONS HAVE THE INTERFERENCE
TAKING PLACE AROUND WEDNESDAY DEC 15TH.

THE FOLLOWING PLAN IS BEING FINALIZED TO
MITIGATE IMPACT TO OUR CUSTOMERS

1. THE AWIPS NOAAPORT-SBN DATA WILL BE
ROUTED VIA ITS NORMAL PATH THROUGH THE
CURRENT PRIMARY AWIPS MASTER GROUND
STATION

2. THE AWIPS PRIMARY MASTER GROUND
STATION WILL BROADCAST THE SIGNAL FEED
THROUGH A DIFFERENT SATELLITE FOR
ROUTING TO ANOTHER MASTER GROUND STATION
IN THE PACIFIC.

3. THE AWIPS NOAAPORT-SBN DATA WILL THEN
BE RE-BROADCAST VIA THE MASTER GROUND
STATION IN THE PACIFIC USING THE PRIMARY
SATELLITE FREQUENCY AND THEN DOWN LINKED
USING CURRENT AWIPS NOAAPORT-SBN PARAMETERS.

AFTER CONFIRMATION IS RECEIVED THAT GALAXY
15 CAN NO LONGER INTERFERE WITH THE AWIPS
PRIMARY SATELLITE ALL SERVICES WILL BE
RETURNED TO THEIR NORMAL CONFIGURATION.

A TEST OF THE INTERFACE FOR THIS MITIGATION
PLAN IS SCHEDULED TO TAKE PLACE TOMORROW
--DEC 10TH-- 2000Z TO 2200Z. THE TEST WILL
CONSIST OF MOVING NWS SITES FROM THE CURRENT
PRIMARY FREQUENCY OPERATING OUT OF THE
BACKUP MASTER GROUND STATION IN FAIRMONT WV
TO THE TEMPORARY PATH THROUGH THE PRIMARY
MASTER GROUND STATION OPERATING OUT OF
HAUPPAUGE NY.

TO ALSO MINIMIZE IMPACT TO DATA FLOW THE
PRIMARY AWIPS NOAAPORT-SBN SIGNAL PATH WILL
BE AVAILABLE FROM THE BACKUP MASTER GROUND
STATION IN FAIRMONT WV.

IF THE TEST INTERFACE MEETS ALL EXPECTATIONS
NWS WILL LEAVE ALL CUSTOMERS ON THE ALTERNATE
PATH FOR THEIR AWIPS NOAAPORT-SBN DATA UNTIL
THE GALAXY 15 RISK IS NO LONGER A CONCERN -
EXPECTATIONS ARE FOR THIS SERVICE REALIGNMENT
TO END ABOUT DEC 18TH

ADDITIONAL INFORMATION WILL BE PROVIDED
REGARDING THIS POTENTIAL PROBLEM AS MORE
INFORMATION IS MADE AVAILABLE.  IF YOU HAVE

Here's the kicker: I'm going to guess that the satellite
it's going to be broadcast from will be unencrypted/scrambled, the one that will send the broadcast to Hawaii. If anyone has a rotor on their
dish, I'm thinking they could pick up the broadcast from there.
Anyone interested in doing this? I could call the NCF and find out.

That would definitely eliminate any issues for us!
