Yes, the individual 40km SREF members are available through CONDUIT.
Here is the pattern action info:
CONDUIT

and here is how we file it:
FILE

(lines are wrapped due to email formatting on my end...)
This will get you something on disk like:
SREF_CONUS_40km_pgrb_biasc_nmm_p3_20131023_1500.grib2
Note that these are distributed as individual model runs (i.e. there are
21 grib files for each "SREF" run):
