Hi Pete,

I think you're onto it, I'm seeing similar symptoms/impacts out of COD.

I'm inclined to call this a bug, I doubt this is intentional and it goes
against what we're used to.  I'm going to write the folks listed on that
SCN and see if we can get some insight into this.  Will report back with
what I hear.
