The Ferret program can do what you have described and runs on Windows. See

Note that the same behavior can also be embedded into the LAS Web server
(Live Access Server) so that users can subset, visualize and make
comparisons on the data. See

http://www.ferret.noaa.gov/nopp/ for a running example of an LAS.
