Ok. However, this build script is part of the distribution so I have to figure
out how to do that first.

Note you do not define the path to your includes in this statement. Add that
as I suggested and see if it works. Assuming you have the netcdf n=binaries in
your search path, do
nc-config --includedir
that will tell you which directory to include.
