Except that the problem is at the linking stage. A missing include would have
failed at the compile stage of libMODS.a or libUTIL.a.
The configure prefix and -L don't match: should be
-L/usr/local/netcdf-4.1.3/lib and -L/usr/local/hdf5-1.8.6/lib
Possibly there is a /usr/local/netcdf that is a different version?
