Arun Did you also download the Fortran element of NetCDF4? Grab, and run make on this: http://www.unidata.ucar.edu/downloads/netcdf/ftp/netcdf-4.0.tar.gz and see if things don't get better. NetCDF has separated C and Fortran bindings.
