to make sure: You do not want to download netCDF version 4.6.0 or
version 4.4.1.1 (as an example) but version 4.0?
On the UniData ftp server, there is a folder with all old releases of
netCDF. It is located here:
ftp://ftp.unidata.ucar.edu/pub/netcdf/old/
You will find a file denoted as
netcdf-4.0.tar.gz
The license is provided in the tar archive.
