I hope I understood what you want to do.
My recollection is that netcdf-4 accepts more than one unlimited dimension.

So, in a single file you could have two unlimited dimensions, say,
"scenario" (or "storm"), and "time",
and your precipitation variable could depend on both (and on lat, lon).
