SUBJECT:  Implementing the Use of Universal Generic Codes in
          Coastal and Great Lakes Marine Warnings and Statements

Effective at 0000 UTC Thursday April 1, 1993, (that is between 3 PM
and 8 PM local time on Wednesday March 31, 1993), Universal Generic
Codes (UGC) will be used on all National Weather Service (NWS)
coastal and Great Lakes marine warnings and statements.  (See NWS
Operations Manual [WSOM] Letter [OML] 9-91 for instructions on
including UGCs on all NWS coastal and Great Lakes marine
forecasts.)
 
Specific products affected include NWS Special Marine Warnings
(AFOS and NOAA Weather Wire Service [NWWS] category SMW; WMO header
WMUS1), Marine Advisory/Warning Bulletins (AFOS and NWWS category
MAW; WMO header FZUS61), Great Lakes Lake Shore Warnings and
Statements (AFOS and NWWS category LSH; WMO header WMUS2), Coastal
Flood Watches, Warnings, and Statements (AFOS and NWWS categories
CFA, CFW, CFS; WMO headers FZUS67,68,69), Tsunami Watches and
Warnings (AFOS and NWWS category TSU; WMO headers WEPA 40,41,42),
and Marine Weather Statements (AFOS and NWWS category MWS; WMO
header FZUS60).  Additionally, the appropriate marine UGC shall be
used when a Special Marine Warning is issued in combination with a
Severe Thunderstorm Warning or a Tornado Warning (AFOS and NWWS
categories SVR or TOR; WMO headers WUUS1 and WFUS1).  Hurricane
Local Statements (AFOS and NWWS category HLS; WMO header WWUS31),
which have included UGCs for non-marine areas, will now also
include marine UGCs.
 
A discrete UGC has been assigned to each basic marine forecast area
allowing users to select and receive marine products for those
specific marine areas in which they are interested.  The rules
currently governing the use and positioning of UGCs in coastal and
Great Lakes marine forecasts, as noted in OML 9-91 and in Appendix
B of WSOM Chapter C-63, will generally apply to the marine warnings
and statements.
 
The UGC is to be in the form SSZNNN-DDHHMM- where:
 
     SS is a two letter code identifying a state or a particular
     Great Lake (e.g. AK is Alaska, LS is Lake Superior, LM is Lake
     Michigan, LH is Lake Huron, LC is Lake St. Clair, LE is Lake
     Erie, and LO is Lake Ontario).
 
     Z is an indicator noting that an areal (zone) designator
     follows.
 
     NNN is a three digit code specifically defining a particular
     basic marine area within each state or Great Lake.  For MARINE
     forecasts, the first of these digits will always be a 5,
     except in Alaska where it will be a 6, while the second and
     third digits will provide each area's individual identifier. 
 
     The dash (-) is used to separate and terminate the various
     codes.
 
     DDHHMM is the time (expressed as day, hour, and minute in UTC)
     at which the current watch, warning or statement expires.  For
     statements, this coincides with the next scheduled issuance
     time of this product.  If no further issuance is expected, the
     time given should be about 30 minutes after issuance time. 
     This is so that the product can be received and broadcast
     without remaining in the communications system for an
     inordinate amount of time. 
 
Included in Part 2 of this message are examples to show how UGCs
may be used in these marine products.  An OML describing this
program is in the printing process and should be received shortly
by all NWS field offices.  For all others, letters more fully
describing the UGC system have been sent to NWWS and Family of

     HALF OF SHEBOYGAN COUNTY AND ITS ADJACENT COASTAL WATERS.
 
     AT 755 PM A TORNADO WAS REPORTED ON THE GROUND 2 MILES SOUTH
     OF DUNDEE WI.  THE STORM IS HEADING EAST AT ABOUT 20 MILES
     AN HOUR.  THE TOWNS OF CASCADE...ADELL...HINGHAM AND
     OOSTBURG ARE THE MOST THREATENED.  MARINERS ON LAKE MICHIGAN
     BETWEEN SHEBOYGAN AND CEDAR GROVE SHOULD HEAD FOR SHELTER
     NOW.
 
     THIS IS AN EXTREMELY DANGEROUS STORM.  PERSONS IN THE PATH
     OF THIS TORNADO SHOULD MOVE TO UNDERGROUND SHELTERS IF
     POSSIBLE.  OTHERWISE..GO TO A SMALL CENTRAL INTERIOR ROOM ON
     THE LOWEST FLOOR AVAILABLE.  AUTOMOBILES AND MOBILE HOMES
     ARE ESPECIALLY DANGEROUS AND SHOULD NOT BE USED FOR SHELTER.
