FROM: RICH PRZYWARTY ACTING CHIEF, SERVICES DEVELOPMENT BRANCH SUBJECT: DELAY IN IMPLEMENTATION OF FMH-1 AND WSOH #7 (UPDATE) (THE FOLLOWING INFORMATION WAS PROVIDED BY JOANNE COURCHESNE OF THE SERVICES DEVELOPMENT BRANCH OF THE OFFICE OF METEOROLOGY AND RICH THOMAS OF THE OBSERVING SYSTEMS BRANCH OF THE OFFICE OF SYSTEMS OPERATIONS.) The implementation of the Federal Meteorological Handbook #1 "Surface Aviation Observations" (FMH#1), has once again been delayed. The new proposed date of implementation has now slipped to November 1. The reason for the delay is that the FAA has not yet received comments on the Handbook from their union. The impact of this delay on NWS operations is that the implementation of National Weather Service Surface Observing Handbook #7 (WSOH#7), "Surface Observations", as a whole is contingent upon the implementation of the FMH#1. However, the WSOH#7 is made up of four parts: Part I - Manual Observations, Part II - ASOS Observations, Part III - ASOS Augmentation/Backup, and Part IV - Supplementary Observations. Technically, only Part I is truly dependent upon the FMH#1. Therefore, it has been proposed to move forward with the implementation of Parts II, III, and IV on October 1, as planned.
