After looking at the raw sao files, I can see that there has been
a change in format of the transmission of the SAO's to
the format used by the military stations in which the 
record separator is no longer used.

Here is what todays 16Z looks like:
PHL SA 1556 AO2A M55 OVC 10+ 173/31/07/3113G22/005=^M^M

Here is what yesterdays looked like:
^^PHL SA 1556 AO2A CLR BLO 120 7 997/57/52/3014G19/952/ PCPN 0001^M^M


Note that now the report is ended with the '=' character,
and there is no RS to start the product.


The gempak5.2.1 satogem decoder supports this style observation.
I don't recognize what you are using to list your data, but
that is likely the problem.
