19990204: "97" WMO headings

Hi all,

Information attached below has been provided by the NWS.  In essence, this
means that data products with "97" in the WMO heading should not be posted
on your Web sites, due to the data/products being used among NWS sites for
NOAAPort and AWIPS testing purposes.  According to the message below,
these data are for "unofficial use" only and we suggest that you exercise
extreme caution when dealing with these data.

Here is the official note received from the NWS:
 

The NWS has asked us to distribute the following information.  

All NOOAPORT Users:
     
Per several NOAAPORT Informational messages, our concern is
unofficial products coming from AWIPS sites being picked up from the 
SBN and further disseminated through the Internet, possibly, without the 
disseminator even knowing, especially if it is the result of an 
automated process.  
     
An example of this is the appearance of eroneous FEUS97 products on
a University web page.  
     
The danger here is two fold.  One, a user of the data may not realize 
its "unofficial" status and two, an invalid or incorrect product may 
escape the system and be used by a member of the public.
     
All of these products are identified in the ii portion of the WMO 
heading with "97".
     
APO is working with PRC to provide a filtering mechanism to eliminate 
the majority of these products from the SBN.  However, there will 
still occasionally be some "97" products sent from test sites which 
will appear on the SBN.  This is unavoidable and necessary to support 
testing activities.
